The indications, both in the original story and the ones more recently is yes. Cutting off his hand didn't make Hook evil. He was already a pirate. It just made him obsessed with Peter.

Was Captain Hook already evil before Peter Pan cut off his hand and fed it to the crocodile? Or was it the cause of him being evil?
