From Text-Formatting Rules:

I don't get it. How/Where/When are we supposed to use this markup?

It says right there in the text. Around images. I imagine it is useful for playing with text near page images.

It doesn't have much use on most trope pages, but can be useful on character pages to keep portraits next to the right entries. Also good for shoving things below the avatar on forum posts

It forces the following text go underneath the image instead of around it.
