In use, it seems to be the same thing as fanon. Just take a look at the examples on the page.
From the (one sentence) description, it seems like it might be trying to go for "fans of a work treat an In-Universe Show Within a Show like it's a real work" like the Community example. But that's not how it's used at all.
Either way, it needs a YMMV tag.
