They said Halo 3 would be the last game in the franchise, but then they went right around and made Halo 4.
Knowing DC's Bat-fetish, they will for certain continue this series while throwing all their other superheroes under the bus.

From what I heard Batman Arkham Origins wasn't very functional in general but I don't remember if it was only on the Wii U version or not.

There's no way this will be the last Batman game ever made. That would be ridiculous. And I doubt it will be the last Batman game made with this general formula, either. But I wouldn't be surprised if it was the last one to bear the Arkham name (at least until another one actually takes place in the Asylum).

Some of the highlights: new combat moves, gadgets can be used while gliding, the Riddler's gone into Wacky Racing and and there is an original villain called the Arkham Knight.

Considering these games are being designed with the X Bone hardware in mind, it's not to shocking that the Wii-U is getting the cold shoulder.
Plus, Rocksteady wants to stick with the shiny new consoles (and PC) to really push the graphics and world size and whatnot.

On the topic of Harley's jester outfit, I wouldn't be surprised if it was an alternate costume when you play as her. The other characters, Deathstroke and Bruce aside, have had their animated appearances as costumes.
