It's bigger probably because if it were the same 16x16 size as the others it would be useless as an icon.
(I checked, at 16x16 it's just about impossible to figure out what it's supposed to be. Though if it were only 50% larger, that is 24x24, instead of 100% larger it's still easy to tell what it is.)
