It's based off of the assumption that time will continue to spiral out of control until the exact thing that was changed comes to pass (Cisco's death, and - noticeably - only Cisco's death for some reason, not Central City being hit by a tidal wave), even though we're not given much indication that that's case.
Also, it posits that Barry couldn't possibly discover the truth about his mother's death unless Cisco is dead without giving an actual reason why, and ignoring he's already well onto the fast track of learning it.

I decided a LONG time ago—episode 2—that I didn't care what happened so long as Cisco lived. Honestly, that;s still true. Put him—put all of them—through so much emotional and physical trauma. I'm chill with that. break them and put them back together. as long as Cisco's still alive, I'm fine with it.
and yeah. Roommate and I refer to episodes 15 and 16 as " Cisco has a bad day no matter what timeline he's in."

(Also, Eobard has managed to kill Tess and accelerate the production of the Particle Accelerator by several years, meaning that Barry has screwed with the timeline way less than Eobard. So Eobard should be the one with the worst backlash, or someone should live to replace Tess Morgan)
also, I don't give a crap about a timeline where the celestial beam of Sunshine is dead, even if it's the "real" or "prime" or "correct" time line. screw that. I want Cisco alive more than I want any timeline "intact"

This is the same Wells who killed the original and his fiancée, both of whom were supposed to live and triggered the blast over a decade early so he could train Barry and siphon off his speed. That whole don't screw with the timeline spiel was just so Barry didn't change anything that Thawn didn't want changed and could account for. The timeline is fine.
Just because I don't care doesn't mean I don't understand!
If they make Jay short for Jeff, I could definitely see the character here being that one - especially if Firestorm has major influence in that series.
