On the comment a few pages back about how there's no way Bruce and Selina won't recognize each other as adults—I'm okay with that. Bruce being willing to turn a blind eye to Catwoman's activities as an adult actually works better if she's not just some girl he has the hots for, but the girl he's had the hots for since they were twelve.
It also means that Bruce knows why she steals, how tough life is for her, and she was probably his only friend his age for a long time. It really does make Bruce not bringing her in make more sense.

Gordon reacted to the first danger with the couple only falling once he got the kid to safety. People that would react to the more pressing danger or assume they can somehow manage to get both done would go after the kid first. Only those that can quickly weigh their choices would go for the couple I imagine.

I don't really see Oswald and Nygma holding hands while skipping through a field of daisies in slow motion and buying a cottage in the country. They're two deeply disturbed individuals who until now have lacked real emotional connections in their lives.
Nygma was an awkward, but intelligent, guy who everybody looked down on and made fun of, and he eventually snapped following the whole storyline with Kristen Kringle. With Oswald, aside from his mother, every relationship he had was based on fear and violence. He began as a cowardly, but clever, underling, and became boss of Gotham, but discovered it was Lonely at the Top.
Plus Oswald lacks any sort of real emotional control, while Nygma you can see is all about restraint. When he does lash out, it's more like a surgical razor. I think Nygma at this point wants to be The Man Behind the Man. Let Oswald be the guy in charge, and Nygma can manipulate him to get what he wants.
