It definitely depends on where you are. Virginia Beach has become very cosmopolitan and has a constantly shifting population from all over the country thanks to the high military presence. Norfolk is a little more Southern because, even though it too has a lot of cross-state military employees, it's much older and so has way more traditional old money and history.
To the west and in the mountains, it's not quite Southern. More hillmen.
