In my experience, there doesn't really seem to be a place to complain. Granted the vast majority of the forum here isn't the right place for it, but maybe there should be one.

Meta is any self-referential work. It doesn't have to be funny as parodies don't have to be. A thread complaining about video game controls is straightforward. A thread complaining about the locking of complaining threads is meta.
I believe there was It Just Bugs Me, but they moved off to another site.

I don't think the Pet Peeve Trope thread had to be locked. It was pretty much a civil discussion of disliked tropes, which derailed into why a certain couple of characters in Sonic were disliked for a while.

We aren't interested in policing threads made just to bitch about something. They have a marked tendency to turn very ugly. There are plenty of other forums on the net where you can bitch to your heart's content. Or you can make a blog, or piss and moan on Facebook or Twitter. But we aren't going to spend time effort or bandwidth hosting complain-fests.
