Hmm...
I think the biggest issue is that if characters start at third or fourth seat in level, should they be on that side, anyone picking shinigami is going to be HUGELY weaker than some of the other sides.
Also means all the important positions are NPC's. Ick.

You could always keep some stored up ideas for higher ranked NP Cs to be put on the bus/die to open positions for the P Cs. If both you and the player think it's time for the character to move up in the world.
- 1) Promoted to Royal guard/some other position outside of normal hierarchy
- 2) Died
- 3) Mysteriously disappeared
- 4) Abdicated position (More in line for non-Shinigami factions)
- 5) Position was unfilled to start with
- 6) Turned traitor/was exiled (Not likely for Hollow factions, most sides would be hesitant to accept them and it's hard for a Hollow to do something so reprehensible that even other Hollows are disgusted)
What's more the sudden opening of these positions could open up possible story hooks of their own.
For the power discrepancy, perhaps allow for benefits outside of personal power levels?

Eh, the thing is, that means that if they start without X ability, there's not much chance they'll have time to get X ability (say, Bankai).

You could have them start at the upper tiers of their respective power-level, like Renji in the series proper. It would still be a challenge to get things like Bankai, but they won't need to slog through a hundred years of training to have a shot at it.

Description of appearance, personality, abilities and, if you wish, prior history. Well, before you design Soul Reaper characters from particular division you'll have to look up if your character would serve under a particular Captain (I'll provide their spoiler-free descriptions).
Regular Quincies likely live in the human world.
I actually plan to kill off higher ranked NP Cs or put them on the bus, as dungeonguy suggested below.
Also, likely your 6th - 3rd seats are going to be stronger than Gotei 13's average. They are supposed to be a match for Adjucas Hollows here and thus stronger than Gillians.
As for Visored characters, I think they could serve some time as Soul Reapers until they get Hollow powers through some event.

Well, you can start as Arrancar Adjuchas, but at the cost of not progressing into a Vasto Lorde class Arrancar (but there are loopholes to gain power comparable to VL class Arrancars)
Technically, you could become a Visored early even as 6th to 3rd seats if something "unfortunate" happened to your character 
Anyway, I'm flexible and we can come to agreement in this matter. It'd be nice if you send me your Visored character concept so I could look it up :)

Hmmm, well, my Vizard concept right now is basically, uh... Kind of silly since it's really just a genderswapped Gentaro Kisaragi; basically someone ridiculously hotblooded who's obsessed with friendship. Really needs work, though...
...Funnily enough, my Arrancar concept was pretty much someone who was kind of comparatively weak and who had to resort to smart fighting and loopholes to keep up with everyone else, so... That kind of works perfectly, honestly. And the Arrancar would be much more serious than the silly Vizard idea... Hmmm. Going to think about this. ...And maybe raid the wiki for a bit since it's been so long since I've actually read Bleach.

My character concept is basically someone with a mimicry zanpakuto, that can copy the appearance and abilities of an enemy's weapon. Problem is, I don't know if that would be limited to only zanpakutos. Though I doubt it couod copy a Quincy bow...
Anyways, he wouldn't have any expertise with anything that isn't a simple sword, so his Shikai is basically useless against... 99.9% of everything.

If copying abilities of swords is your Shikai's gimmick, we can extend the interpretation somewhat to also copy abilities of non-Zanpakutou weapons that resemble swords (but not Ressurecions, unless they include swords in release). That could be useful against some Fullbringers and even Quincies (there are canon Quincies introduce that don't limit themselves to swords).

Well, it increases variety I guess. He'd still need to figure out that weapon's powers are, and the best way to use the copied blade if it's different from a zanpakuto's ujreleased form. The idea was to have him be either kido-reliant, or just really awesome with an unreleased sword until he can Bankai things. Which... I'm not sure how to do. Sudden proficiency with any copied weapon doesn't seem right.
Oh right, I think Spiritual Pressure limitations played a part somewhere.

I'm honestly not sure what the shikai or bankai of this character would do. The biggest threat is that I start plundering Magical Girl shows for ideas... XD
I do know that they use kido and appear to cycle through religious garb on a weekly basis for no easily understandable reason* . Nun, miko... though I guess they still wear uniform when they have to. :p

Looks good to me. I'll be brainstorming more today; I'll be fairly busy today anyway. I'll probably have my character concept (So far the one with the most appeal is a spider-themed hollow) to pitch by this evening, with more besides if our GM wishes to swipe them for his own use.

No need to fear me snatching your ideas just because XD You see, I have NPC in my stash who has vaguely similar power to TX's character, but she is not a Soul Reaper and details are different. I see no reason to disallow TX's character and her coexisting withing the same setting :)

But yeah, my character would have an inferiority complex to justify the zanpakuto. If I remember how they work about being an extension of the soul and all that.

She, however, can only copy and reproduce abilities that are not unique, but can be learned by more than one people, like for example Kidou. Though if your character's Zan acquired said abilities permamently, and the other person still had those powers and was still alive, there could be potentially a loophole to replicate such abilities.

I suppose permanent copying could be more of a Bankai thing, but... I'm worried it'd be either too much for one character to have, or never utilised when it really should be. Even if Character would still need to learn how to use those abilities.
My current idea for a character is either a Axolotl themed Hollow/Arrancar, or a Soul Reaper whose Zanpakuto's powers are gravity related.
I'll have more of an idea on characters later, I'm a bit busy today.

And while I can't offer many ideas for Vandenreich characters (I stopped following Bleach to closely after Aizen was imprisoned) I'd be all to happy to brainstorm character ideas for the Espada or Shinigami factions, provided a few guidelines.
