"I stare down werewolves as a day job. Do you really want to piss me off?"
Just out of curiosity, did you mean to say biker (i.e. motorcycle) gang as opposed to a bicycle gang? Because the latter paints a much more benign, less threatening than the former. The first group are a bunch of thugs where as a bicycle gang sounds more like a group of kids who are learning to ride a bike.

Unless these bikers are more than just intimidating thugs, I could easily believe that a person with the skills you listed would be able to drive them off (especially if they had time to prepare, and the gang wasn't expecting to meet any resistance).
This is doubly true if they really are bicyclists.
Nobody wants to be a pawn in the game of life. What they don't realize is the game of life is Minesweeper.Or the Japanse army from World War II. [1]◊
If the guy has magic he could just enchant the bicycles to take them out of town.
@Peasant: Not a bicycle gang, a biker gang.
@Cats: By "magic" I mean one spell that can be used as a fireball, and one that affixes things to other things.
They're running drugs through the town, and the law is content to just let them through because they don't cause much public damage.
One road into town, one road out. I was thinking of just having a long series of shrapnel-based mines and sniper fire from a tree.
What are the limits to this affixing spell?
I'm putting it on the level of a good welding job, she mainly learned it to be able to make weapons in the field. And it only works if she can touch both objects for several seconds during an incantation.
I need to use a hunter(monster hunter) to do exactly what it says in the title. I need the gang gone for good and within a few days.
The character has skills with explosives, marksmanship, and has no restriction on killing. She also has magic, but it's at the level where a gun usually better serves her interests, barely worth consideration.
I can't have the townspeople turn out for the fight, I'm saving that for the climax.
To a certain point, I'm putting her skill level on par with Michael Weston, much more like, say, Revy at close range.
Really, I'm trying to decide whether it's worth the trouble of having this, the feasibility will have a large impact on that decision.
