I'd bring up Singapore, but I've never heard a Singaporean dub that was done by actual actors.

KLK is a kinetic, action series where everyone speaks in a rapid fire manner and it has plenty of word puns that make sense in Japanese.

You'll forgive me for not having the numbers right on hand, I hope, but I believe there's been at least one scientific study that amounted to "US English is usually less accented and easier to understand for all English speakers in comparison to other regional dialects".
It probably has a lot to do with hegemony and all, but practicality is still practicality.
