Alternatively, for the comedy option, have a Spirit of the Imperial Japanese Navy. Not any given admiral (although there are some great ones in there), just the IJN as a whole. Hermannina Goering would face serious competition as the most inept meguca ever.

Well, having a spirit of multiple commanders wouldn't be allowed, since the Navy isn't a warlord. Also, we have a rule of 'No Nazis, seriously, why would you do that.'

That was entirely a joke, if you didn't catch the "comedy option" part.

Plus, the IJN's strategic lack of performance, interservice bickering, hilariously optimistic planning, and general attitude of "not enough supplies? NIPPON HARDER!" lands it in a category all of its own, possibly shared by the IJA.
