A Body Snatcher PC in d20 Modern

I and a few friends of mine are preparing to try playing a tabletop rpg, specifically d20 modern. I'm the GM.

One of the players wants to play a character from her novel - a girl with body snatching powers chased by the men in black (I'm simplifying a bit here, but well, you get the idea). However, it seems, there aren't any rules for body snatchers for d20 Modern. Closest I've found is the Mind Switch power from Dn D (http://www.dandwiki.com/wiki/SRD:Mind_Switch), but I'm not sure if it would work well as a otherwise normal character's only power.

So, what should I do about this? Use that power from Dn D as it is, somewhat modify it, use some other rules, or just flat out tell her to think of a different character, because this would be too gamebreaking?

I know this is a little late but instead of a body snatcher, there are other monsters and abilities from extra source material.

How does the body snatching mechanic work in her novel? I could possibly help you out. I have done D20 Modern and D20 Future myself.

Who watches the watchmen?
