Yeah, looks like it. My guess is they're trying to look for potential allies within the White Fang so they can have a better chance of wrenching control of it from the leader/Adam.
That said, they know Adam is in Mistral, so they're probably going to end up there relatively quickly once the volume proper starts, though I wouldn't be shocked if it was after Weiss and Yang end up with Team RNJR.

Like, all he had on him was a Dust revolver. Is it impossible to tank a shot or two with Aura? I know it's nitpicking, really, but it's kinda egging on me.
Big GrahAura doesn't stop you from getting knocked back, so tanking bullets in a chase is counterproductive.
That leads into some Fridge Logic on how impacts interact with Aura. What happens when you get stabbed and Aura shields you? Does it bounce off? The physics in basically every fight in the show imply otherwise, but that's pretty much just Rule of Cool. A bullet won't send you reeling, but will it just hit you and fall to the ground? Ricochet? Who knows.
I like Ilia's design. And VA. Better than the average for this show.
I know, but I thought she travelled to the Emerald City to meet with them. Perhaps I'm thinking of one of the other books. It's been a long time since I've read them.
Not a massive fan of this trailer, which is unusual for me given that I'll character focus. I think Ilia's not sitting right with me at the moment.
Still, it does give us a good idea of how Blake came up with the idea of passing as human to attend Beacon Academy.
It'll be interesting to know if Ilia was in school with Weiss, however. I can't imagine they'd have been friends since part of Weiss's story appears to be that she's had a very isolated upbringing (which doesn't really allow for friends). I'm thinking more along the lines of six degrees of separation: perhaps the girls that Ilia hung around looked up to Weiss as a sort of role-model. Perhaps Weiss - with how she'd been raised to view the White Fang attacks on her family - has heard of the 'infiltrator' in her school without knowing the true version of events.
It'll be interesting to see if there does turn out to be a connection between Ilia and Weiss of some kind. The set up is certainly there.

Mileena MadnessI very much doubt it will. Blake now has basically the exact same life goal as Weiss — to take back their family legacy and restore its lost honour. I can't see that being solved in a single volume, especially with the White Fang working with Salem. And especially since Volume 1 revealed there were three White Fang leaders and the most significant one has yet to be revealed.

Why can't she join the fight against Salem? Not like she'll have anything to distract her beyond possibly a personal hunt for Adam.
I mean, her life's goal is equality for the Faunus. Reforming the White Fang doesn't really accomplish that, it just gives a better outlet to try and accomplish it.
Still this is a big part of her life, starting to wrap the entire WF plotline now would be a waste. Same way it would be if Yang met Raven and resolved everything with her in Volume 5. Too much too quickly

Using these character shorts to expound on the supporting cast is smart. Better than just being a fight sequence or existing solely to show off the new animation style.

I'M MR. MEESEEKS, LOOK AT ME!I personally thought the exposition kind of clashed with the action. It became less about Blake and more about Illia.
Though I've come to hate Blake thanks to Volume 4, so I didn't really care that her short got co-opted.

Really? To me, it seems like they're building up towards Ilia eventually turning face, between the extremely sympathetic backstory and her continuing to refuse chances to hurt Blake directly.
