I'd say so, though not in the same vein as Megumi, and it hasn't been for as long.
Even as someone who likes him...what is his arc?
One Strip! One Strip!Sort of similar to the little arcs we see Soma goes through, he has a lose, reflects on his cooking, attempts to break away from his former shackles etc.
Only with Soma we get to see the result during his next match which is never too far off because he's the main character.
I'm not making a statement on how the matches are going to go, but the story has been done a fair bit about how you shouldn't just expect him to never accomplish anything.
Megumi, isn't necessarily that kind of character.
So his character arc is being second rate and knowing it?
I mean, if you're intentionally trying to undercut them, you could describe a lot of prominent characters that way.
My point is really less about Takumi and more that just feels like you're arbitrarily ignoring the narrative set up for one character while saying it has to be fulfilled a specific way for another. It's strange.

Takumi's initial schitck was him believing he was far above his peers because of his background and then his tie with Soma making him realize that there are also other chefs just as talented and creative, if not more so.
And then his progression got anchored at the Autumn Elections. To say that he doesn't have an arc is definitely disingenuous, it's just that he got pushed too the sideline a little earlier than Megumi did.
I do think this argument does kind of breakdown though to which character you like more or at least feel the more invested in.
The funny thing about that is that I'm not particularly invested in either of them. I'm more curious than anything, it's just a bewilderment of the situation.
Undercutting characters is kind of my thing.
And it's hilarious most of the time.

I wasn't quite expecting that little tidbit at the end of the chapter, but it's not unfounded given what we already knew.

Not sure about what counts as a butter-based dish. It would be stuff like buttered bread, or croissants, or something. Saitou has orange juice and squid, so... maybe calamari? Now Souma I have no idea what he's gonna cook up.
There are quite a few baked goods that are based around butter.

I was wondering if they were ever going to show where they all happen to get all the ingredients they need for improvised dishes so that's nice.

It's the same sort of exaggeration manga's use all the time to make things seem more epic than they really are. See sport manga.
Of course in real world people don't orgasm and hallucinate from eating tasty food, but it's more interesting that way.
