Are Rose Quartz's healing/ressurection powers specific to her?

They used Steven's ability to heal Eyeball as proof that he was Rose, or can all Roses do that and they just used the fact that 'she' came from Earth as proof that it was the one they were looking for?

Who knows? So little is known about Rose Quartz as a type that I don't think one could extrapolate much of anything out of what Crystal Gem Rose Quartz could do.

I mean, it's quite probable that most of her abilities were innate to her being a Rose Quartz, considering the abilities of other kinds of gems, like Sapphires being able to see the future, Amethysts being able to do a Rolling Attack, and Pearls standing around and holding your stuff for you.

Current speculation is that they were going to air the new episode, but pulled it at the last minute (presumably, once someone in charge realized that the episode(s) before it hadn't actually aired yet).

Okay, I know that the Great Diamond Authority are the Gem Matriarchs, but, due to my considerable lack of knowledge of just how a matriarchal society works (aside from the obvious factoid that it's the women who are the real dominant ones within it), I'm not entirely sure of what that's supposed to mean exactly.

I mean, does this mean that the Diamonds are the what we on Earth would call a group of Queens or Empresses, or is there another political equivalent that they can be compared to? I'm just not sure, I mean, calling them monarchs just doesn't feel right or appropriate for some strange reason.

Has the show ever used the title "Gem Matriarch"?

In any case, the position doesn't appear to be hereditary (as Pink Diamond has not been replaced), nor have anything to do with divine right, so I don't think it can be considered a monarchy. They seem to be more co-dictators than anything.

Peridot used the term "Matriarch" at one point. I believe the reasoning was that the diamonds are the de facto "ancestors" of the Gem race. Given that they created the first batch of non-diamonds.

Not really,there are however examples of animals being led by one,elephants herds have a Matriarch that leads the herd and is useally the oldest female

You could also use ants as example,all their workers are female(there are males but they don't do much) and they are led by a Queen,same with bees too

There's nothing else to know. "Matriarchal" means nothing more specific than "ruled by women".

Also, having a matriarch doesn't make an organization a matriarchy. An individual being a matriarch means she is the (or just a) leader of some sort of family or ethnic group, whether or not being female was a requirement. It's might also be used in a metaphorical sense to refer to any female leader (the same as "patriarch" for any male leader).

In other word, calling the Diamonds "matriarch" signifies they are both the creators and rulers of the other gems.

No they aren't. The "queens" just lay the eggs, they're not in charge. There is no command structure, because individuals ants have almost no intelligence, and only collectively have what you can consider problem-solving skills.

"Communal egg sac" was more of a mouthful. You can call them "gynes" instead, but that technically refers to their whole caste, even the ones that never become fertile.
