I wouldn't call a movie that has "Kyle's Mom Is A Bitch", "Uncle Fucker" and "What Would Brian Boitano Do?" as its highlights darker than the series. In fact, the series post-movie generally are darker, both in content as well as in theme, than the movie. Now it is true that everything pre-movie was more light-hearted, but a movie needs a little bit more suspense than your average medium.

I wouldn't say that the movie is darker than the show. I'd say that the early seasons of the show, which include the movie, were darker than the later seasons of the show. Note that this doesn't mean the early seasons were more SERIOUS than the later seasons - the early seasons tended more towards dark, nihilistic absurdist comedy, while the later seasons tend more towards message-driven satire. Some of that message-driven satire is visible in the earlier seasons, slowly rising - in the movie, in fact, there's a prominent anti-censorship message - but the chaotic comedy is also there. The chaotic aspect of South Park's humor has gradually dissipated over time - and, along with it, the subtle horror that lurked behind the comedy in earlier seasons.

Well, it's darker and edgier than the show was at the time. They made it around seasons 2&3, before the show started to really push buttons. I'd say that the show has probably surpassed it in edginess by now, though.
Well, on the South Park Nightmare Fuel page, it gave this description of the M.A.C.
I never heard anything about them torturing kids (unless you count Cartman and the V-Chip). Thankfully, I corrected it.
What I'm saying is that the movie has funny moments throughout, but it grows a bit more intense during the second half, especially as it nears the climax (the Mole's death, the execution scene, Terrence & Phillip's deaths, Satan & Saddam rising, etc.).
From what I've read on this wiki, people are writing South Park Bigger Longer And Uncut as being Darker and Edgier than the TV show. Here, they're writing the movie off as a dramatic epic (with occaisional bits of humor) with children getting Cold-Blooded Torture, lots of Tear Jerker moments and Sheila getting painted as an Omnicidal Maniac (similar to Frollo or Ozai)
