It was still referred to as a Dragon pokemon long before Kingdra was even a thing.
Altaria, Druddigon, Haxorus, Hydreigon, Flygon. Plus Dragonite post-game, and I don't recall there ever being a rule champions didn't use post-game Pokemon (Steven)

Also, apparently Zapdos is a roamer, with rain following it where it goes, so maybe the three Pokemon before Xerneas are Articuno, Moltres and Zapdos.
