My complaint's not so much about the overall pic as it is the quality...noticeably artifacted.
Just noting this is not technically JAFAAC territory. It at least illustrates the "pen pushing" aspect, which is not only part of the definition but the more important part. True JAFAAC = does not illustrate at all.
But maybe a cartoon showing the Oval Office president with a mountain of paperwork could do the job better.

I'm going to holler for the the symptom part of the topic to "poor image", since you said that.
The only thing I can think of is to grab a photo of Barack Obama in presidential clothing while signing a bill and photoshop a Wall Of Papers onto it.

Be careful with the notion that "a caption can fix this". After all, while this may not technically qualify, there's a reason it's called Just A Face And A Caption.
It's even worse when without a caption. That is the point here.

Not technically JAFAAC as I thought, so I asked it to be changed to Poor Image, as it fits that more (since it's been noted there's artifacting).
