Its funny how you pretty much listed only Japanese companies.
Its easy to find good examples but when your favorite genres are dying out (City Building) or becoming something you no longer enjoy (FPS) it gets a little difficult.
Or when one genre is becoming more cinematic and dumbed down instead of becoming deeper (Ninja Gaiden 3 and Dm C)

Black Ops 2 didn't sell as well as the last COD. While it's still the juggernaut in the living room, that means it has peaked. There's nowhere for spunkgargleweewees to go but down at this point.
Thing is, it's old EA IP. Old EA IP + modern EA = jesus christ just look at Command And Conquer 4.

And I consider Obsidian going the Kickstarter route to actually be a good thing.
There's nothing necessarily wrong with a cinematic game: it depends on what you're looking for. I'm not going to play Katamari and expect Avatar, and I'm not going to play Final Fantasy X and expect Metal Slug.
If every other game coming out is too cinematic for you, look for already released games you may have looked over that have your idea of a reasonable Gameplay to Cutscene ratio. It's been 6 years since the 7th gen started, and a lot of games have come out since then. You've missed a lot of games, so go back and look for them.

What about companies in country's no one cares about in the gaming community. Maybe they can do games that can be around a subjet rarely used that doesn't have to be catered to the average american joe but to everyone.

And the team behind Metro 2033 will have to find a new publisher soon.
What about indie developers.
PhewWhat about them? They don't have much of an impact on the industry as a whole.
I'm pretty sure that breakout indie games had a lot of spotlight shone on them, like Bastion and Minecraft.

Download wise, Journey has eclipsed everything, including DLC and other content like demos.
Seriously, dude, it's getting really annoying, and entitling yourself as the bitter gamer is really wearing thin on conversations.
