Maybe. But even if the difference is deliberate, Anime Saitama has more muscle definition rather than bulk. He's still got a fairly lean build.
Yeah, Saitama doesn't have the build of a bodybuilder, regardless of medium; he's got a ripped body, yeah, but it's not the one who spends most of his exercising pumping iron. Puri-Puri, Tanktop Master and Superalloy are the ones with the bodies of bodybuilders.

Keep in mind, the art on Saitama even within just the anime ranges from "shitty stick-figure" to "string-bean" to "olympic track star" to "Superman." It's purposefully inconsistent (so Murata can get his beefcake on at a moment's notice).
See now I'm thinking about a fanfic where Saitama got that job he was interviewing for, and therefore wasn't having the existential crisis that led to his becoming One Punch Man.

‘My ignorance is just as good as your knowledge.’Yeah, that's the problem with OPM. It's hard to gauge how many random monsters that Saitama takes out in one hit are serious threats.
My various fanfics.Genos would be dead, because he and Mosquito Girl basically ignored Saitama during their entire fight and so it would have gone the same way with Genos getting trashed and blowing himself up.
No Hero Association, unless you want to pull In Spite of a Nail and have Buttchin Millionaire found it because of his grandson's death by crab monster, to make sure it never happens again.
Tornado still goes round killing monsters, but it's a hobby. She's basically this AU's Saitama.
x6: Darkshine is the closest to an actual bodybuilder that the series has: to the point that his training focuses more on making his muscles bigger and more resistant than on building actual strength - he's certainly strong, but his defining power is being a Mighty Glacier IIRC.

Kombu Infinity seems to suggest that might be the case for some, but most seem to be completely independent of Saitama.

Keyword: Lately. Sure, Saitama existence basically inviting many strong monster who looking for glory/ tough opponent, but even without him, many of those monster will still appears and do a good chunk of damage. In fact, it can be argued it's the other way around, monsters appearances causing many heroes, including Saitama, to appears.

The monsters don't even know about him. The world doesn't know about him. The part of the city he lives in has a bit of a reputation but that's it.
That's it. Reputation.
Think of it like haunted house rumor. "Hey, if you brave, go to district ### in Z City. I heard that many big monster get gibbed there. If you can confirm things, it would be wicked."
Not to mention that that District is also where the Monster Association HQ is, which has its own reputation that sometimes gets mixed up with Saitama's.
I don't think it makes sense for Saitama to be the cause of things, because it seems like monster attacks got worse shortly before the series started, which was before Saitama started really making a name for himself, but quite a while after he actually started being a hero. At this point in the Murata comics, I'd really say he's still incidental to the rise in conflict.
