IIRC asking permission is only an issue if it's a fan work. For copyrighted works, we can't use the entire content (an entire comic strip, for instance, or an entire single-panel comic). The cover art is generally not the entire work, and is therefore usually totally permissible.

There is no distinction between "fan" works and "official" works for that sake. Arguably everything is copyrighted whether or not it's a registered trademark. Permission from the copyright holder (which is more often the artist, who tends to give it, in the case of fan works; but more often the publisher, who tends not to, in the case of published works) would allow using an entire work, such as a single-panel comic.
(Either way, it is true that cover art is fine.)

I'd like to use this image◊ for Twelve Reasons Why I Love Her, a work page I'm currently putting together. It's the cover of the comic book. Should I e-mail Joelle Jones (the artist) and ask for permission? Any thoughts?
