Optimism is a duty.You know, if the showrunners really wanted to officially give Starlight an Element of Harmony (like Empathy or whatever), "Shadow Play" would have been the ideal place to do it. Would have fit thematically—and they were already shaking up our understanding of the EOH by revealing their origins, so what's a seventh Element on top of that?
I know y'all are being sarcastic but I'd genuinely be really frustrated if she did beat Tirek.
Then again, somebody with her power would easily get taken down or power Tirek.

New theme music also a boxThat actually is a good idea. He can't suck out Pegasus or Earth pony magic without first stealing a heck of a lot of unicorn magic. Sending everyone but the unicorns to kick his ass would leave him screwed.
The Crystal Caverns A bird's gotta sing.Earth ponies do have magic. Tirek had no problem draining them last time he appeared, and Rockhoof and Meadowlark both contributed their own magic to the Seed of Harmony.
He did have a problem taking their magic, specifically how he needed to get to them last.

I don't think it's ever stated that Tirek had to go after unicorns first. I mean, he did, but there's no way to tell whether he needed to or whether he just started with them because they were closer. There's no reason to think that sucking magic out of pegasi or earth ponies would be any harder than unicorns. Heck, it might be easier, since a unicorn might be able to actively resist due to being more familiar with using magic directly.

Without Pegasi to control the weather, there will be no rain in Equestria. There is word he has gone after Earth ponies as well. Without their strength, they will not be able to tend the land.
It's not said that he requires unicorn magic to steal Earth Pony magic, but he definitely does to steal Pegasi magic, and the way it's phrased strongly implies the former.

It makes sense given Celestia's consistently terrible performance in combat and Twilight's repeated failures at matching horns with Starlight. If being an alicorn doesn't actually confer any significant increase in power that couldn't just as easily be accomplished by being a talented and experienced unicorn, I feel like that solves more problems than it raises.
The only real issue I see is Tirek and, I mean this in the most impolite way possible, f*ck Tirek.

For me, the issue's that he's a bland Generic Doomsday Villain with no real personality or motivation beyond the Generic Evil Guy traits of laughing a lot, desiring evil things, and being condescending. His ultimate master plan is that he wants to eat all the magic so that he can become very tall and then stomp around breaking stuff For the Evulz.
Tirek is the lamest villain My Little Pony's ever had and part of the reason for why I consider "Twilight's Kingdom" to be dreadfully overrated. He's not the worst part of it, but he's up there.
For the alicorn powers, Tirek is the one thing undermining the idea that maybe being an alicorn just isn't that special of a power boost because the combined powers of the four alicorn princesses made Twilight roughly equal in power to Tirek after devouring the magic of, like, half of Equestria.
