I've heard that it was disabled for troper names. And it only works in the forums, not e.g edit histories.

No, we no longer approve custom titles for name changes, only for display of the same name (for instance, to force internal capitalization or to prevent the capitalization of the first letter.) As Fighteer said, if you want to change the name you post under completely, you will need to make a new account with the new name and abandon the old account.
