At least it does not come out of nowhere, it has been introduced in the show prior to the change.
I honestly can't say that "Star City" shocks me more than "Starling City". No matter which one, it sounds silly if I translate it in my native language, so I take it at face value. Same with Los Angeles btw, or even with Des Moines which is in my native language.
Hey, why does Los Angeles sound silly? I mean, it's just a shortening of it's real name, El Pueblo de Nuestra Señora la Reina de los Ángeles del Río de Porciúncula.
I guess that most cities with religious names in France are named "Saint-Someone", or "Saint-Someone-of-Something", so "The Angels" would really sound weird. We have a couple of exceptions (La Rochelle and, ironically considering the thread, La Flèche, which translates as "The Arrow") but neither is a religious name and most of the plural forms (La Rochelle and La Flèche are singular) depict very tiny municipalities, if not hamlets.
To be honest, we also have a rather large ski station named Les Arcs, which ironically again considering the thread, translates as "The Bows". But it is not a town.

This makes me realize that all superheroes that have "their" towns are American (like most superheroes, admittedly), whether it is real like Spidey or fake like Batman, Flash or GA. I wonder how the action would look with a European superhero(ine) that is bound to his/her town. The scenery would be quite different.
Batman Inc. had versions of Batman from around the world. Knight and Squire were the Batman and Robin of England. I think they were based in London.

Boston has the Silversmith, Atlanta has the Real Thing (because Atlanta is home to Coca-Cola), Las Vegas has Mirage, Austin has Lonestar, Australia has Kookaburra, Brazil has the Birds of Paradise, and England has the Lion and the Unicorn.
It is a Green Lantern reference.

The only problem with Green Lantern is that he's CGI-heavy, which is hard on a tv budget. They can't even do too much recycled effects, since the whole point of the Ring is being able to use it for anything you can think of.
Though they will cut down on cost by spending five bucks on a physical mask instead of ten thousand on a CGI one.
Maybe they could do something where an entire story happens in the background over in Coast City, offscreen but told bit by bit by news reports and papers. Since both GL and GA are green, people might make comments to Ollie about it but he could dismiss it as a rumor (while actually looking into it in pure Ollie fashion).
Sort of similar to the Particle Accelerator bit in Season 2, but tiny tidbits of a Hero of Another Story.
Even just using newspaper headlines. Something like...
