They think the zombies are a gang that's hiding inside the cemetery for a long time and just now have started acting out their plans- like pretending they are zombies so they can scare the tour groups and kidnap people that they'll later use as hostages when they move to much bigger plans. Of course, you could go with a different idea if you want.
Crossover episodes allow me to do one thing I've been wanting to do for a long time: Revolution of the Daleks. Of course, it's still in planning stages, and if we do a crossover episode, it'll be only one per season.
