Nah. The signups are rarely closed. However, it will be a bit difficult to get your character into the RPG (read:It's doable, but just prepare to have your character start out on a mountain where the others are)

• Pokémon’s Personality: On a first glance, he would seem to be the typical straight man to Rey and in fact, to a degree he is. However, this doesn't mean he's not his own man, er, pokémon, er, whatever. When he's not bust trying to bail Rey out of a situation he's caused, Corey is usually creating his own by being insufferably smart and refusing to ever admit he can be wrong.

• Pokémon’s Name: Reynold (Gets called 'Rey')
• Pokémon’s Gender: Male
• Pokemon's Master: Shinju Ume

• Pokémon’s Personality: A few melons short of a fruit basket for a start, but very excitable and capable of amazing insight that startles those used to his regular behaviour whilst being incredibly stupid most of the time.

• Pokémon’s Bio(Shared): Rey is the younger of the two brothers whilst Corey is the elder,*
  Technically, they're half-brothers but you would never hear them refer to themselves as such
  , who until recently had been living a normal life with Rey's mother and their Galvantula father, until recently, when Rey went missing and Corey has now had to leave to search for him.
