I'm leaning toward the idea that this guy is either running a scam, or he got scammed some years ago and doesn't know it.
That said, the possibility that a sample cartridge from a scrapped game survived is intriguing. Kinda makes me wonder what happens to sample/demo carts from all the other games of the era.

It's labelled as a sample but the entire game is playable from start to finish in English.
