It's just a black circle around a pony. Nothing special about it in the least. For all I can tell, this is simply some brony taking a picture from My Little Pony Friendship Is Magic and adding an iris, and going "Look! Iris Out!". Either take it from something classic (or classic-looking) or play with it a bit.

For example, maybe this? (I know it's not good, but it's the first thing I could find that I liked.)

Anyone who assigns themselves loads of character tropes is someone to be worried about.

I think the current is pretty OK, but I can see how an image where the black is more prominent on the screen could be more illustrative. I also think an older cartoon would be best, at least I know I mostly associate Iris Out with those. We need a better quality image than the suggestion though.

Also, you need to CamelCase article titles. I fixed it.

A 2- or 3-panel collage would work best for this.

I made this Tom And Jerry image. Another variation could be the first panel cut, with a completely black one added instead to the bottom.
