Shouldn't be locked while the other thread doesn't exist though... that would be more likely to result in "lock and forget about it" than "lock while TRS decides" I think.

Personally, I'm not keen on letting a thread just sit and gather dust just to wait for a TRS slot. My vote would be to tag the page to start an IP thread once the TRS thread is concluded.
