That is the face of a man who just ate a kitten. Raw.It's a Commander set. It doesn't happen on any set plane or in any set timeframe. This allows them to include references to planes that are very popular with a niche group but poll too badly in overall market research to get a full return, or which are otherwise impossible to return to.
A good parallel here was the New Phyrexian cards in the enemy-colour and four-colour Commander sets. We're probably not going back to New Phyrexia any time soon, according to Mark Rosewater, but a couple of cards in a supplemental set is fine.

He seems pretty Unluckily Lucky. Unlucky enough to get in those situations, but lucky enough to survive. Though yeah, being able to planeswalk out of frying pans (and into fires) explains how he isn't dead yet.
Wonder if Curse Bro will get a card of his own.
