The Sontarans. I've only seen two episodes with them, yet I found their militaristic attitude oddly charming.

The elevator operator from the first three seasons of Mad Men. Mostly because I suspect that he could blackmail everyone at Sterling Cooper for millions of dollars due to all of the secrets he's heard people blab about while they ignore the fact that he exists.
