It'd be fun if the chapter leading up to a trial that's ultimately decided by election rather than by truly conclusive proof was politics-themed. Like if the students had to participate in a "campaign" and one of them wound up dead.

There are tons of ways to make these games more torturous for the students.

If it comes out in an even split, perhaps the tiebreaker could be settled like this: a final Scrum Debate to convince Monokuma of the identity of the murderer. Everyone who voted for one person would try to convince Monokuma that that person they voted for was the murderer. There would also be some sort of meter that shows how convincing each side's argument is.
Of course, that could just be me and my love for the Scrum Debate mechanic.

I'm thinking there are seven students left at the trial. Monokuma knows the culprit, because he always does. Instead, you have the entire trial having people waver with their suspicions. The last nonstop debates proves the existence of a second culprit for real, and then you need to do the P.T.A and give the Closing Argument. However, there is no conclusive proof. The way the tally lines up is 3 students on your side and 4 on the culprit's side, and then you have a final Scrum Debate to argue the point. You win the Scrum Debate, as usual, and after it's over Monokuma calls the vote. It's 4 votes for the culprit vs. 3 for you, you have managed to swing a single vote to win the trial for you.
The Scrum Debate mechanic is the best thing to come out of V3, everything about it is awesome.

Ditto. I played Zero Time Dilemma on PC, and the cutscenes were laggy as heck.
I know NDRV3 uses 2D graphics and not 3D models. But there are a lot of animations, so I'm kinda worried.

There are quite indeed quite a few in the prologue and in chapter 6 (the latter specially), the same animation for the Remembering Lights every chapter and 1 body discovery and 1 execution per chapter. It's far from ZTD, where every scene is an animation.

But what about the Class Trials? There is a lot of movement during the gameplay aspects.

Oh yeah, the V3 text movement is amazing. They got really clever and creative with that. One time the word "roll" appears and it's spinning across the screen, other time the word "teleport" would warp back and forth, the sentence "they shot the crossbow" would have the words forming the shape of a bow with the last word being the arrow that gets fired, etc.
This can indeed lag, but that might be an advantage if you're a slow thinker.
Would I need a graphics card for the game?

Everything is Vanity and a chase after Wind.There are a lot of examples...my faves are Class Trial-Revival Edition, Discussion -SCRUM-, Climactic Return, Beautiful Lie, Living in Crazy Parallel World, and Darkness Time, among others.
I like how pretty much all the returning track were given remixes but Trial Underground was left pretty much untouched. Don't fix what isn't broken.

Akamatsu's punishment was an intentional irregularity and it's inquestionably treated as the ringleader breaking the rules.
