By that logic, Batman The Animated Series is anime. Animation is outsourced to other countries all the time. That doesn't make it anime.

I haven't been keeping up with it, but aren't Toonami fans worried about the lack of advertisement killing it before it gets going?
For Korra, if it was going to cause a boom, the first series would have already done so
But it being animated in Japan does (in the Western sense—in France and Japan, anime just means animation).
I thought anime was popular back when Avatar was showing.
If I was more of a troll, I'd say Home Stuck or Twin Peaks and leave it at that. However, I am enough of an asshole to mention those things and still make a serious response.
I don't think there's any one thing that could or will trigger a boom. Trends are hard to predict. For instance, no one expected Call of Duty to explode the way it did in the video game market, but it did, and it caused a boom that people are still trying to figure out, mostly to cash in on it. It really does seem to be just what gets out there and manages to snowball as fast as possible. Maybe Toonami will create a massive influx of ratings for Adult Swim and cause an influx of anime. Maybe. I kinda hope so. Maybe not. Its hard to tell on this side of the TARDIS.
Anime isn't just stuff animated in Japan. Its more animation from Japan. Its mostly cultural elements that get drawn into it as a result of it being Japan and not America, or Europe or wherever.
Avatar isn't anime. Its just made to incorporate elements of Japanese animation.

Batman was animated by Japanese animation studios - TMS, and Sunrise in particular. The reason we don't call it anime was that it was conceived, produced, written, and storyboarded in the States - just like Avatar and Thundercats
Kind of OT, but where does Transformers fit into that regard?
NO TREE FOR ME (ALSO LOVES HER BOYFRIEND)Transformers is a commercial. C'mon man, get it straight.
BUT IS IT A WESTERN ANIMATION COMMERCIAL OR AN ANIME COMMERCIAL?
NO TREE FOR ME (ALSO LOVES HER BOYFRIEND)Going by how the examples are organized, it depends on the series in particular
Yeah, Transformers has got both American and Anime installements to its name.
I never said Avatar was an anime.
Um, I'm pretty sure you did.
See? (And don't get all pedantic on me because you said Korra instead of Avatar.)
I know that Toonami and all Avatar-related stuff are Western Animation, but it would still help bring the next Anime Boom. Or should I also volunteer Wreck-It Ralph for no reason whatsoever?
Toonami hosts anime, Korra is often considered such and will likely be cited by many as their gateway to anime anyway, Thundercats was animated in Japan, and Cities is being animated in Japan.
