Villain: Not the strongest or the most heinous, Galactic Emperor takes it for me. He is one of the most over-the-top, hamtastical villains in any media I've seen, not just gaming. As such, he, along with the game he's in, will always have a special place in my heart.
Hero: I'd have to go with Leon Kennedy, just because he has always been my favourite protag in the RS franchise. And he's fucking badass as all hell.

Hero: Something between Edgeworth and Ashe. Villain: WEIL, no doubt. Runner up is Kristoph Gavin.
The Final ECW Champion
General M. Bison, crusher of controllers, breaker of consoles, hated by gamers everywhere. Street Fighter Alpha 3, especially, SNK Boss of SNK bosses. Barbaros, the pirate who can split the sea in half(or so he claims). The Devas of Godhand have some interesting combat forms but lose points for hanging around the wannabe devil hand. Dr. Ion is the real villain of Godhand with his evil battery pack. Firebrand probably gets points just for being a Red Arremer, Jedah has the power and the vision but is too benevolent, Lord Raptor is as despicable as he is laughable.
The greatest though, probably one of the Nobunagas.
Heroes, DJ is probably my personal favorite but objectively he hasn't done much heroics. Arthur has done a whole lot and probably earns the championship for running around the demon village in his boxers but I'm torn by the more conservative choice, thunder thighs Chun Li, the strongest woman in the world. It'll probably end up being El Fuerte if capcom ever gets over its sequel stagnation though.
