I think Emperor Pilaf is one of those villains that Goku has never killed or redeemed. Pilaf is still plotting world domination.

Yeah, but Oolong was only there because of Goku (and Bulma too, but Goku was the one who caught him).
Pilaf was going to wish himself ruler of the entire world (which we know works because that's why King Furry is the King; hims ancestors made the same wish). You can argue that the Red Ribbon Army would have shit stomped him out of office eventually, but that would have come later.
Pilaf was absolutely a threat to the world.

It's continually stated that the World Government was 100% helpless against the RR's might. So Pilaf stood no chance unless he thought to then use the DB's to make their army into his army.
Without that, he's basically just holding their spot until Red gets taller.
