The name implies it's a duo but it's not, it's about cops being depicted as dirty and stupid, like on The Simpsons. Bad name also maybe.
(Image is still bad, "looking dumb" isn't the same as "dumb and corrupt".)

Read the article before you express an opinion on it. This isn't about a pair of cops. It is about a whole precinct or more worth of cops. So 20 is about right.

Alright, how's this: The trope is about cops who are incompetent, crooked, or both, and usually a lot of them at once. All the current pic is is a bunch of Russian police officers (at least, I assume that's who they are, judging by the caption) with various facial expressions that make them look bad. It's a poor attempt at illustration, and it doesn't clearly demonstrate the trope at all.
Or, you know, the OP, which said the same thing in about a third the words.

What I see is a bunch of police officers looking unprofessional and wearing their uniforms wrong, which ties into the incompetent part.
It illustrates the trope. Keep Until Better Image Suggested.

And the facial expressions don't seem fit, at least to me.
