I don't think it's bad. Probably better than nothing.
I don't know if that necessarily works, since being the Avatar means you're pretty much legendary by definition. He was already well-known back in "The Last Airbender".

The Avatar is legendary, but Aang specifically wasn't. He went from being the hero of the story, to being a hero of legend.

Okay...
What about Static Shock? There was an episode where Static time-traveled 40 years into the future and had to rescue his future self. It was a crossover with Batman Beyond and Terry Mc Ginnis constantly doubted that young!Static could ever become legend!Static.
To quote Terry: "I just can't see how you could have grown up to be one of the world's greatest heroes."
BUT IT DOESN'T WORK BECAUSE THERE WAS NO STATIC SHOCK SEQUEL so we're back to Avatar.

Hang on a sec. If I'm remembering this right, there was a metal Toph statue in Korra. Is it a better fit? Because if it is we can replace it with Toph when Korra comes out.
