Yeah, it's one of those almost-always-female tropes. I've seen some men do it, but they're generally traps, effeminate, or are in one way or another trying to evoke that.

The Ojou... The character type that uses this almost exclusively. (outside Crossdressers trying to invoke The Ojou) To the point Eggman might be the only one who isn't... Which is probably intentional or even a parody.

Which do you want? Misused with a name that is kinda accurate but far too broad and general of a name for the trope or an accurate name that is spot on that won't get misused.

Noblewomans Laugh is being misused for "noble women who laugh". It in fact describes a specific laugh ("O-ho-ho-ho!"), associated with the Oujo character type.
Eggman has been doing this constantly for a while now. I'm not sure if it started in the games or in the anime, but game-wise he's been seen laughing like this since Sonic Unleashed.
That said, he's the only other male I've seen that does this.
