Holy fuc...... Actually that makes sense. If we take into the consideration the amount of girls in his harem factoring in around 9 or more & that fact there all total horn-dogs (Issei & all the girls) they probably fuck when whenever they have the chance or want to so yeak of course he has a shit ton of kids. Hopefully they keep it under control in front of the kids cause yeah it must be awkward to know that your dad prolly fucks your mom & honored aunts morning/noon & night when ever they get the fucking chance, yeesh, heh. 
Also gives another reason for his poor relationship with his kids. It must be a fucking chore to manage personal time with every single one, yeesh.

I like him, but the last thing I'd call Issei is a "parody" of anything. I also wouldn't call the idea of him getting character development ironic, and I have no idea what purpose that would serve.

Compare him to most harem leads & the fact he really grows as a person makes him cooler than most leads.

he's also openly honest with his desires from the get go, but is sensible enough to control himself and prioritize companionship and proper relationship building over simply getting into girls' panties, even if they were willing. In fact, having that many children with multiple partners must've been more about convincing Rias to let them have Issei's babies than convincing Issei himself, since they know he only has eyes for Rias, and considers the others family at best.
I know all this already, I just didn't see what was so "ironic" about it.
