Youtube seems adamant on inefficiently bufferingnote every time I try to play a video in HD quality. Is this just on my end, or is this a site-wide problem? A quick google search seems to lean towards the latter, with a possible explanation that the ISP decided to throttle Youtube over supposedly excessive bandwith consumption.

For what it's worth, the TV Tropes Nightmare Fuel pages are actually kinda helpful when it comes to researching advertisements for college assignments.
