Something evolving to take it's place isn't what we want. We want to not wipe them out in the first place. It would take millions of years anyway. Maybe Hundreds of thousands if something only needs to change slightly.

Only if the only people getting the money for the whaling are the people who lost their homes in the tsunami. Anyway, I rather the money go directly to the problem than to form a corporate subsidy.
