(This kind of straddles the line between character help and world building, so I don't know if this is the best place for it or not.)

For quite a while now, I've had this character in my head for a Spy Fiction story starring Paul Abrams, a secret agent from Jamaica, and yet I still don't know if such a character could even exist. Google failed to tell me if Jamaica has any sort of intelligence programs, or what other governments' agencies might be involved there. And if Jamaica has spies, who are they spying on? I'm guessing drug traffickers, but I can't be too sure. It's possible he might be a Double Agent for the CIA or MI 6.

Paul was inspired by the world of James Bond, particularly Dr No, and the life of Ian Fleming. I realized that even though we've seen Bond, a first class, First World, British agent operating in Jamaica, we rarely, if ever, see any native intelligence personnel there, nor in many of the third world nations Bond visits (aside from the occasional Mauve Shirt... I mean, contact). I wondered how they would do in the world of Tuxedo and Martini espionage, especially with a considerably smaller budget than Bond, and fewer and cheaper gadgets? Or would a James-Bondian world where you aren't James Bond instantly turn to "Stale Beer"?

I imagine — because no intelligence program is apparent (on first glance), Jamaica might actually have done a good job keeping their Secret Services actually secret. So you can fill in the holes that they have excellently trained spies, placed all over the world.

Be pragmatic. These agents get the bare minimum of supplies, but in turn they learn to make do with what they have, like Jason Bourne. Much more efficient.
