It's entirely possible that he could actually control the current to some degree. After all, the book was vague about whether his powers were the result of him being a vampire or the result of of the black magic he knew beforehand.

Seras's moment at the end made it all worthwhile. Gave me chills. I swear this has better writing than actual Hellsing Ultimate.

The same way he got the HMS Artemis to move back in Bram Stoker's original novel (which that scene is referencing, by the way). Dracula's powers are never completely defined in the book (although we do get a fair list) which is probably why Alucard can do whatever he wants.
