To be fair, something like paintball would be rather problematic to have as a second package, since the code to do it isn't easily compartmentalized away from the main runtime scripts.
Still, holding stuff on the disk ransom is stupid. If you want exclusive DLC, levels/weapons are perfectly fine. Hell, even patching the level file to insert an easter egg is relatively simple.

the only real use for paintball mode was seeing where exactly your shots landed on the other guy.
and giggling like the kids we were when there was a big ol splotch of paint on the other guys crotch.
