It's certainly less cluttered than the current one, but at the same time, I'd almost prefer one of the manga covers.
Then again, I give less than a crap about One Piece (around the level of a slightly smelly fart) so I really don't care what happens.

Keep the old one, since it's an actual manga cover page; that looks like promotional art to me.
There's a new official promotional art in pretty much every manga volume of the series. Literally dozens of official pictures to choose from, and this is just as efficient as any of them ever could be.
An actual chapter title cover is different.
