Maybe you'd be less disappointed if you stopped expecting things to be Carmen Sandiego movies.I'd love to see a 50th anniversary story that does something like DS 9 did with the Tribble episode over on Star Trek. Have 11 take a journey through his own past, and put him into footage of old episodes, observing or lending a hand or whatever.

He regenerates, but it quickly becomes clear that this incarnation has gone horribly wrong. All his previous personalities aren't blended together, but express as multiple personality disorder.
This behavior allows for some continuity porn while the Doctor and his companions determine that the problem is that he's reached the end of his natural cycle, and without access to other Time Lords to link minds with him and rebalance his psyche, he'll become (more of) a danger to himself.
In order to save the Doctor, the companions must find the only Time Lords not caught in the destruction of Gallifrey: Susan, Ace (she became a Time Lady in the EU), and Jenny. With the Doctor progressively caught in his own past, the three of them reunite with him and stabilize his mind, at the cost of his body. He regenerates, and the Thirteenth Doctor takes some time to reminisce with family before setting off on new adventures.
Fresh-eyed movie blogAdmittedly, this would be better with Twelve > Thirteen and Thirteen > Fourteen, but there isn't enough time to get to Thirteen. Maybe the 55th anniversary?
Having a regeneration only last for one episode also means you can get some real dream casting and have a really amazing actor play the Doctor that you never would be able to get for a long-term commitment.
Unfortunately, I can't think of any amazing youngish Brits in show business right now. I'd suggest Stephen Fry or Ian McKellen, but at this point the age difference would be too jarring, especially since the next one would have to be right back to being under 30.
