If we are talking about pistols the Colt Single Action Army and the M1911 are the best you can really hope for.
However if we are talking about "small arms" as anything smaller than artillery, then elephant guns or grenade launchers.

The simple solution? Trick the dragon to eat a claymore/grenade. Or shove it in its mouth/ass for Badass panache.
If you want to make the character a Smartass badass, though, maybe he could construct a homemade rail gun/gauss cannon. Sure, energy may be an issue, but I'd hook up 5 batteries to the thing (probably army corpses around somewhere) and see where it goes. If it causes a boom instead, Outrun the Fireball.
