This is the discussion thread for the Mercenaries! RP, which I'm gonna run.

The year is 2010. The players, coming from all walks of life, are now mercenaries onboard the Gepard-class frigate Fortuna. The ship is operated by a shady PMC, known as the RVI (Rogue Veteran Initiative).

RVI recruits on all backgrounds: Former police, law enforcement, guerrilla or paramilitary operatives, former hitmen, violent criminals, cartel enforcers... They don't care.

The RVI operates outside the port of Cheng City (fictional), a Wretched Hive on the Vietnamese-Cambodian border. Cheng City is named after the (also fictional) warlord Cheng, who seized the border town comfortably, knowing full well that neither side would intervene to avoid another war between the two countries.

Everything is legal on Cheng City: the local police does serve a law-and-order task, shooting troublemakers, but no effort at all is put into solving crimes after the fact. "It ain't a crime when you ain't caught" is a popular saying.

The RVI has found the rogue city-state a convenient place of operations. They provide covert operations for nearby governments, guerrillas, or criminal organizations, on a strictly for-profit way, and without any sort of political loyalties.

They engage in piracy, the looting of derelict ships, smuggling, assassination, snatch-and-grab espionage missions, and all sorts of black ops. They're a shady bunch, but they pay the appropriate bribes and are largely left alone by the surrounding powers.

USEFUL NOTES


  • CHENG CITY
  • Population: 650 thousand.
  • Median Household Income: 22 grand/year.
  • Life Expectancy: 58 years, but it's misleading. 20% of people eventually have a violent death, but those that live to 50 usually get to die of old age.
  • Description: Cheng City is dominated by Vietnamese-style five-story buildings: Asian-style Kruschevas. Like in Vietnam, motorbikes are far more common than cars. Its buildings are covered by a thick layer of smoke and ash, courtesy of the former power plant. The City has recently gone green, due to complaints about the smog: It's now serviced mostly by solar power, but the old dirt is here to stay. Most trade is conducted in sidewalk markets: Merchants buy and sell everything openly, many of those wares being banned in most countries. There are two casinos: The Lakshmi and the Fat Buddha, but there are hundreds of small gambling establishments. Whorehouses are common: Pretty much all of them are run by the all-powerful Kyabarei Workers' Union. The Union is literally the law on the Red Light District. Aside from the Shipyards, most industry is devoted to unlicensed electronics and weaponry production. Nightclubs of every persuasion prop up in most streets. There's a single hospital: The ancient Uncle Ho Memorial Hospital, a sprawling health care center. In the middle of the bay, there's a round islet, presided by a towering stone Buddha: That's Stone Buddha Beach, the city's most popular tourist destination. There's a Yakuza-run nightclub there.
  • History: Founded by Vietnam straight at the border during a period of close cooperation with commie Cambodia, the Taiwanese warlord known as General Cheng seized it during the late '80s. Since then, it's operated as a safe haven for the region's criminal underworld.


RVI Services:

  • Founded: 1986.
  • Headquartered on: Cheng City.
  • Status: Went public in 1992.
  • Ownership: Most of the shares (73%) are owned by current and former employees. The remaining shares are mostly property of various shady companies.
  • Net Worth: US$ 3 billion: They own a frigate, they're headquartered in a fortified building, and they've got lots of heavy weaponry.
  • Legal Status: They're considered an international criminal organization by Japan, South Korea and the United States. At war with Myanmar. They can operate freely on Vietnamese waters, as per their 2003 deal.
  • Number of Employees: Roughly 900. 100 crew the frigate.
  • Annual profits: On the 200 million dollar range.

Nicely done. Looks like if the mercs get on foot in the city, they're in Vietnamese territory.

No backstory on the Gepard-class frigate nor on the attack chopper? I heard the Vietnamese Navy is the only operator of the Gepard aside from the Russians.

RVI Fleet


RVI Fortuna. History: It's a Gepard-class frigate: It was built in 2001, and in 2003 the Vietnamese sold it to RVI Services at a 20% markup. The deal was considered very convenient for both parties, since the Russians wouldn't sell to RVI directly, and the Viets made a killing. The ship's saw serious combat once against North Korea, and twice against Myanmar. The ship's service record is flawless: The Fortuna sunk two Myanmar corvettes, some North Korean torpedo boats and aircraft, and some commercial ships operated by rival cartels and agencies. Appearance: Fairly standard except for its flag, which is the RVI logo: A steel raven, on a red circle, over a black flag. Weaponry: 8 Switchblade Anti-ship missiles, four torpedoes, 20 Gecko anti-aircraft missiles, a 76,2 mm machinegun, two point-defense guns, anti-submarine missiles, and naval mines.
RVI Revenge and Retaliation: Type 25 class torpedo boats, originally Chinese, bought through Bangladesh. They're secondary boats in the RVI Fleet, mostly used for small-scale smuggling and getaway missions. Also been used in privateering actions.
RVI Raven: An Alligator helicopter, bought from the Russians through the Viets. It's the only helicopter in use by the RVI fleet. The Steel and the Crow are part of the RVI Ground Operations division.

I'll assume they got no wheeled APC. Is the Raven and Crow real Russian choppers?

They're all Alligator-class attack choppers (Kamov Ka-52), Soviet in origin. Steel, Crow and Raven are just the names the RVI gave the choppers.

As you might have guessed, RVI is tight with the Viet commies: They've been doing business together since the Vietnamese perestroika in the 90s. Arms sales, deniable ops... Whatever the backroom deal, they've done it.

Shame they won't get wheeled APCs like the Panser which is an Indonesian-made APC that looks like the VAB at first glance...

It's mainly naval ops. Acquiring land craft and conducting amphibious ops is up to the players, though. tongue

[up][up] Those are Useful Notes, not Mandatory Notes. They may well be TLDR-worthy... At any rate, you don't need'em to play, but some players want'em.

Shorter version: Cheng City is a wretched hive of criminal activity in the southern border of Vietnam. RVI operates there: Most of their gear is Russian stuff, gotten through the Viets: RVI is tight with those commies.
